Rethinking the Finance of Post-Compulsory Education

Throughout the world, the finance of education is in serious crisis. The crisis of educational finance is not limited to the problem of meeting the obligations of societies to provide some minimum amount of compulsory education for their students. This minimum does not assure the preparation of an appropriately trained labour force in a world that is increasingly technicological and in which a competitive economy requires the remplacement of traditional production processes with others based on sophisticated labour and capital. The rapid growth of post-compulsory systems of education is no longer a luxury, but a necessity for industrialization and economic development.

Recent European and global trends in education have been to promote inclusive education and expand education, resulting in the increased provision of special education. The main features of the recent evolution of the Spanish universities are described in this paper. Benefit Incidence Analysis in Education

07103; The standard benefit incidence algebra generally produces biased estimates of the distribution of public spending on education when students from poor and rich families are enrolled in schools that receive different levels of public spending per student. Except in very rare instances, removing these biases entails combining several sources of information in order to evaluate how unit spending varies across different population groups. Rural depopulation, decreasing numbers of children and general centralization combined with high expectations to education, are factors that challenge rural communities and school structures in Latvia and Norway.
